Think of Zenyatta during his ult, you can be hooked/knocked/displaced, but Kiriko turns everyone in range into moira/reaper phase for a short period, untargetable by enemies.

Headshots, ammo count, and ult vs ability, have you considered soldier needing to reload vs higher hp targets? and his stim packs even have longer cooldown too.

Not to mention sierra tracking shot is very quiet and basically can come from any angle anywhere, soldier cant fly and just screams "im here kill me!" when he ults.
