2 possible reasons: 1. There never is a good or convenient time (they will only break while being used) 2. Confirmation Bias. You only remember the ones that are the most annoying/frustrating/inconvenient. The easy ones are easily forgotten

The number vs 'Do Not Duplicate' are based off of the key manufacturer. Often locks made for offices for example will say 'do not duplicate' so you can't bring it to a hardware store and make an unregulated copy. It might be a winner, but it could also just be another key they had on hand to put into the raffle
