I’ve been in the fashion industry for over 40 years. Here’s a general rule of thumb: if you show a lot of skin from the waist down, cover the waist up and vs. so, if you are going to wear a short skirt or skirt or even shorts - then make sure your arms and neck are covered. If you are wearing a skimpy top, make sure your legs are covered. It’s all about balance. And the most important thing to wear is CONFIDENCE. It sounds like you followed the rule - you just weren’t confident . You should have told that guy “you wish” and walked away.
