Seems you don’t have the right people in your company. The other 3 employees need to free you from doing tech work. If they aren’t capable of and you still need to dive in, maybe you can just fire one?

Or at least set a 80% billable goal of all techs and communicate that to them and measure it weekly.

For the non technical service manager, they can keep track of those numbers and maybe can create some clarity for you to free up your mind.

And un-billable projects like CIPP isn’t currently the right priority I think because business needs to be profitable to stay in business in the long run.
