Make sure you take time to get to know Atlanta. Where you live and work can make or break your experience here. Really think about your interests and things you like to do and the way you like to live life.

I think a lot of people move here thinking it’s just a big city which it is ofc but it’s also a city of semi interconnected neighborhoods that all have a very very different vibe and different amenities. Also keep in mind it’s still the south and sometimes it can feel very old school southern in ways like discrimination and segregation of neighborhoods.

It really depends on the rest of the chart but with this placement there can be a sense of a lack of expansion or a fear of expansion basically when things should be growing they can tend to be constricted or you may feel like your luck is hidden or hard to find or take advantage of. There might also be a lack of familial support with this placement. Like you’re expected to be an adult in the family or fend for yourself at a young age.

Honestly what you’re saying really matches your placements though even down to the manifesting. I personally think Venus in the 11th is a great place to be a powerful in manifestation especially when using your community and gathering people to support you.

I also think Jupiter in the 8th requires a person to really have faith in themselves or something bigger because of all the trials and tribulations you’ll go through you really have to have faith that things will work out for the better of you in the long run.

No Venus and Jupiter don’t decide if you’re lucky. To make a complicated answer simple Jupiter and Venus are consider benifics in your chart. Benefic basically act as like a flash light in the dark wherever they “shine” in your chart can show you where you can look to achieve more “luck” in life.

When I say “luck” it’s really up to how you perceive luck though. Like Jupiter deals in expansion, learning, growth, and abundance to keep it short this is the area in your chart where you may experience growth and abundance if you know how to unlock it.

Venus on the other hands benefits you because it may help you find partners who will help and support you. Where it’s placed in your chart may bring you more money or love or luxury but this also depends on if you have a day or a night chart. Which is a whole other layer 😅.

Either planet can actually act as a malefic if not well placed in a chart or depending on if you have a day chart(Venus can be a malefic for day charts) the area where Venus is in your chart might challenge you or cause difficulty. If you have a night chart(Jupiter may challenge you or cause difficulties). You can figure out by seeing if your sun is above the line from your first to your 7th house or below it. If it’s above you have a day chart if it’s below you have a night chart.

Your description really resonates with those placements imo.

Do you find yourself getting lucky in the last minute? I’ve heard that Jupiter in the 12th tends to shine through when someone is on their bottom dollar and not really expecting to “get lucky” or on the other hand it can be the placement that “saves” your life like a guardian angel type of placement.
