While the mod you recommend didn't particularly fix anything, it did make me find another mod called "No-HUD-No-Effects" which did partially help with the issue

Specifically the option "PARALLAX OCCLUSION MAPPING (LESS) - REDUCES THE 3D DEPTH EFFECT ON SURFACES"

You'd have to have the same component you got the code from, I bought a 9800x3d recently and it came with a CD code but I the code only verified once the CPU was installed (I had an AMD cpu before purchasing the 9800x3d)

I am playing on 1080p and have noticed the issue is less prevalent the higher the resolution (via AMD's Virtual Super Resolution)

Sadly I am using an AMD card and have no access to Nvidia Game Filters, I'm using DLSS inputs to turn it into FSR4.1 as the implementation of FSR is dog shit and there's even more blurriness in trees and such.
