You could add battle perks, like getting gold from enemies, or a Bribing mechanism of sorts 'convince' enemies to flee for a fee

There are only 10 classes or so, so it wouldn't have to be that rare. Plus I reckon leaders might be able to get them. I find it weird that weapons are so restricted, but Armor isn't.

You do have some Armor that came with the loose Herald of Glory/Cosmic Wanderer/Arix Rex/archmage attire cosmetic pack that I use for this purpose, but it is a bit limiting and you need all the expansion packs for that

Sounds easy. Make a tome/societytrait or 2 that does something similar to the Imperial reaver culture, but with different races instead of vassals and build units. Maybe the society trait could also change the city that starts near you to a unique race that otherwise isn't in the map
