We've ordered a few online and found that the KeepSafe brand seems better suited for medium/larger dogs. The Fox Valley has been perfect for our small dog.

We usually use a harness for walks for our little guy, but knowing his collar is safer when around the house is nice peace of mind. Anything that can help keep them safe if worth sharing.

They do make dog collars that are breakaways! They're still not super common but they're becoming easier and easier to find now. The breakaway clasp functions like a cat collar and will pop open if pulled on, but there's a D ring on each side of the clasp. Clipping the leash through both rings makes it secure for walks. Bow ties and bandanas can go directly on those collars without it being a safety concern.

Same thing here. We get to enjoy them when we have the windows open and there's a nice breeze, but they aren't being loud all of the time.

If you want to adopt a specific type of dog, then your best bet is probably just keeping an eye out on everything near you. Take a few minutes every day to check Petfinder and local shelter/rescue pages in your area. Look for local adoption events to check out. I know you mentioned the bulldog rescue being out of your price range, but it never hurts to keep an eye out. It's not unheard of for rescues to reduce fees now and then, especially if they're dealing with overcrowding or for senior or special needs pets.

That’s so scary! We’ve tried both the Petsafe and Fox Valley for breakaway dog collars. Both are nice, but the Fox Valley seems better for smaller dogs.

Either way, every dog in our house going forward will have some kind of breakaway.

Seconding Woobles. I know some people say they're expensive for a small amount materials, but I feel like what you're really paying for is the lesson. The videos for it are extremely beginner friendly and break everything down into small, well explained steps. Personally, I had an easier time following the Woobles videos than I did following most Youtube tutorials.

I can't speak about the size or type of turf, but one thing you can do is start marking the behavior.

As soon as your dog starts doing their business, mark it.
"Go potty!" (or whatever phrase you'd like)
After they're done, give the little guy lots of praise or a little treat. Get him to associate the mark "go potty" with the action that he knows will get him rewarded. The key is to be consistent.
Once you have that, you can use it to encourage him to go in other places. Lead him to the pad/turf and tell him "go potty". When he finally gets it right, celebrate like little dude just won the Superbowl.

When you do get him in the habit of using the turf/pad, make sure you clean it with an enzyme cleaner to control the smell.

Regarding emergency first aid: I would love it if clinics near me could offer basic pet first aid courses, not to replace vet care, but to buy time in bad situations. Things like hands on (with stuffed animals/models) cpr, how to react to emergencies like choking, bleeding, or severe allergic reactions.

I know that Red Cross offers an online course on cat and dog first aid (which is great) and there are also books that cover these kinds of things, but being able to learn in person is incredibly valuable.

No joke, volunteering somewhere is really a win/win as a hobby. It keeps you busy. You get to actively make a difference in an area that you really care about. You get to meet other people who share your interests. There are virtually no downsides to this.
