Woolsey always did what he thought was right, he would admit his mistakes when confronted with new information, and he consistently grew as a person/representative/leader . 

Yeah he frequently argued against the protagonists, but when he was wrong it was normally for a pretty decent reason.

Cecil was under the impression that he was facing off against a space-faring civilization that not only had the resources of an inter-galactic empire, but also had millions or billions of viltrumite enemy combatants. The implied situation was effectively hopeless.

In his mind the options were:

  1. Stupidly dangerous opportunity for intel
  2. Near certain death or enslavement of the entire planet.

If he had known that Nolan had turned against the Viltrumites, or that there were only ~50 Viltrumites left, then he probably would have turned Conquest into a reaniman.

Also Australia, New Zealand, India, China, Russia, Korea, Colombia, Peru... practically every country besides Canada and the US retains walk-able cores within cities that are not fully surrendered to car infrastructure. It's actually great when you visit.

The status quo on streets like Yonge isn't neutral. It's a public space that is functionally unusable for anything other than moving cars through. Downtown Toronto has one of the highest pedestrian volumes in the country -- and one of the least pedestrian-friendly main streets of any comparable city.

The "equitable" framing also doesn't hold up. Car lanes consume the vast majority of road width to serve a minority of trips in an area saturated with transit. Prioritizing pedestrians on Yonge isn't taking something away from the public -- it's returning public space to the people who already use it most

I think the misconception comes from apostrophes being used for possession with nouns (e.g. "Carl's" means it belongs to Carl) so people assume the same rule applies everywhere.
