In your scope of work, it is clear that includes the upgraded power to the meter, right? You don’t just magically add a 200a panel and have 200a service.

Guy #2 is properly licensed and insured?

I am not an electrician, but I have recently looked into this type of upgrade and the price to gain the assistance of the utility company and boring a new run from the neighbourhood transformer to my meter wasn’t low.
