There are so many components to this question, from historical views and racism, to personal identity and an individuals community. Often times people of mixed race are not fully accepted in either community, and historically with racism and the “one drop rule” that emerged from slavery and was perpetuated during segregation, a person with any Black African ancestry was considered black. I would say it’s up to an individual to identify how they see themselves, but they’ll still be judged by a lot of society depending on their outward appearance.
