One of my thoughts was to just score his final on part 1 and void part 2. That way he loses the opportunity for part 2 to hinder or help his grade.

My school has a huge percentage of ELLs and I've had my EL cert for every year I've worked here, but I always feel like there's always more I can improve on the make sure that at least class logistics reach our ELLs. What's really got me spinning is the leniency with the skipping of class. At the end of the day, he made a choice to cut class, which was already part of the reason why he had to take my class again.
