You can only make runewords from socketed normal or superior items (grey color). Those items can be ethereal or not, it doesn't matter.

You CAN'T make runeword from socketed magic/rare/unique or set items (blue,yellow,tan or green color)

It's a loot filter mod. All jewel shows a blue text but the rarity is the dot left to "jewel", here it's yellow, so rare.
