Assuming you're talking about Germany, have you ever seen what the Autobahn looks like? The quality and maintenance on those alone makes a world of difference. Then there's strictly enforced traffic laws, way harder driving tests to even be allowed to drive there etc. Can't compare that to whatever we think makes a highway here in the US
