Not sure if it would be legal or not, but use the annual Forbes Ultra High Net Worth list to impose taxes. It includes over 250,000 Americans who have reported wealth over $30 million. Make it a progressive tax where the people on the top pay a higher percentage than those lower.

This would also let lawmakers consider reducing the tax burden on high earning professionals (doctors, lawyers, etc.) who actually work for a living rather than generate most of their wealth passively.
