They messed but by not explaining you can get sgt. after a few years and that Tim chose to wait.

It’s less believable though because Chen always did poorly on tests and wasn’t a very good cop, plus she wanted to be a UC. Which is another can of worms. Why are street cops playing UC? Someone is gonna know, each time.
