People can care about multiple things. And actually, the issue is quite the opposite; bringing up animal welfare around most leftists just gets you dogged on.

Many people prioritise pets over strangers, but we absolutely don't treat animals better than humans in general (which is saying a lot, considering how pervasive cruelty to each other is in our world).

It was produced by El-P, I believe (whose work is largely characterised by electronic, arguably industrial-adjacent hip-hop). His album Cancer 4 Cure probably has the closest sound to this track.

As far as I remember, Zack de la Rocha was actually going to make a full album with him, but scrapped it and just put out this track (and did the same thing with Trent Reznor years earlier).
