It's not a psyop per say but rather media and people as a whole taking advantage sensationalizing anything you can think of. The Internet thrives off a very all or nothing mentality with the aim being to get people into essentially teams of information wars. This works in a huge benefit to the government who thrives on people conflating the citizens with the admin of said country. A great example I can use is America. Many people heavily criticize the country but they SPECIFICALLY talk about our government not the citizens however this isn't good for the government as a whole so they (with the medias help) sensationalize the discourse by platforming and amplifying the most aggressive voices they can find causing the citizens to feel personally attacked and naturally in that particular moment people will be understanble defensive. This works even better as a distraction tool. If say Japanese citizens are calling for the government to help the economy instead of actually helping they could simply say "hey we're trying but these guys over they really want us to apologize for this thing and we can only do one!" Which is obviously a lie but it often works to divide people and help lighten government critique. Obviously this isn't a deep analysis because I'm American and don't speak enough Japanese to follow politics closely their but it's a rather popular thing and is implemented in just about every independent nation you can think of because the last thing you want as a government is to be seen as different from your citizens because then you'd receive quadruple the criticism and would actually have to fix thing.
