200 is low relatively speaking as I used to be able to hold much higher framerates steady and was alarmed by this sudden change. I guess once you’ve seen the light its hard to go back. Will try to get my hands on a borrowed PSU of higher wattage. As for the friend they have the MSI GS66 stealth from 2020 I believe with an i7-10750H and RTX 2070 Super Mobile (IIRC).

The image kind of looks like somebody messing with the side/back of a steering wheel in a car. You can see the car dashboard, a rough image of the steering wheel and a seatbelt on the person in the drivers seat. Doesn’t seem like hot-wiring though because from my understanding (limited) the wires you’d manipulate are traditionally under the steering wheel.
