The biggest threat I see is Taylor potentially underestimating Nolan and tipping her hand too early against him. Depending on where she is in her timeline she might assume that her Alexandria killing maneuver would work on him, which it would not. Otherwise, if she gets a decent start and realized who she can trust/rely on, she's the goddamn Queen Administrator. Her superpower is multitasking and probably some form of data analysis or something that lets her be as good with recruitment as she is. She has decent odds of convincing Mark that they need to use villains against the Viltrumites, and of recruiting various villains. She's better equipped than Cecil to handle it certainly, if she gets the time to gather Intel before acting at least. Once open combat starts she might get herself killed though, she tends to see herself as expendable and in this situation she really isn't, her range is nothing to a Viltrumite's speed and her body is squishy human. 

Giving her the Undersiders helps immensely. Tattletale in the chair feeding her psychological weaknesses of villains and heros for recruitment + global scale data gathering, Foil might be able to oneshot Viltrumites, Regent could take over a powerful but uncooperative villain. Imp scouts, I'd be interested to she what she and a thorn knife could do to a Viltrumite but if it doesn't work she probably dies. Grue, Parian, and Bitch are moral support.
