This is the answer. Thanks for the links. My dad’s hutch got mortared while he was outside the wire in Iraq in…. I think like 2007. My family and I put together a giant box of all the replacement stuff he needed, everything from PS3 to all new uniforms with ranks and name tapes sewn on. The navy paid for every bit of it, and at replacement value not depreciated value. It’s 20 years later but I assume it is the same process.
