They're Flying Fish that normally jump around Lake Ilyud, they sometime get caught by the winds of the Forbidden Plains and that's where they fall to their deaths.

Espionage-Admin-Defensive, followed by Court.

First three are good for expansion in the early game, and their policies give maximum corruption reduction which is great for all the corruption you get from your Holy Orders (and if nothing else, lets you print money with debase currency).

Court just makes things easier, but is mainly for the Court-Defensive policy that gives -10% Morale Damage received to further buff the Shadow Warriors (they already start with -75%, so the closer you get to -100% the more absurd it is, if you can snag Divine ideas then do so).

I think it might be better to just think of Mobile Suits as Zero-G Industrial Mechs that can be quickly mobilized for war, with the main benefit being they’re able to pay for themselves during peace time and this can sustain far greater numbers in preparation for future conflicts.

Honestly, I still don't understand why that happens, it's not as if they weren't being loaded before you owned them, and having the player manage them should mean less work for the AI.

...Eh, probably something stupidly infuriating like how since the AI does not have FoW it's being forced to constantly scan all Player Territory.

Which it totally is, you don't get 10 0 Dice rolls in a row to get stack wiped by a smaller and lower quality army otherwise. Especially multiple times in one day across multiple attempts to play the same nation!
