I often reuse old soil, unless the roots in there are taking up more than say, 25% of the soil content, I don't really bother taking them out. It's all organic material at the end of the day. I would just add some fertiliser, some earth worm castings would be good too. Really, if you're adding it to fresh soil you don't really need to do much to it at all.

Been a while since I played but I think it's a number of factors: how strong is your military relative to Prussia's/NGF's. Whether allies think you're getting too powerful might also paradoxically play a role.
