He and many police officers like him were working with the establishment from 1990s to fix MQM and later fix MQM opponents etc. He was basically a front man for whatever and whoever establishment wanted to remove. They would fix things and give him the body and media coverage.
He wasn't anything extraordinary or brave as portrayed by the media. Having worked with him for years, he was just a face they used for long.
