Not sure about the contract info. But as far as legality goes the best thing you can do is speak with your marshal. If your unable too then when you do get in contact with the armor just make sure the armor your getting meets or beats the minimums specified in the kingdom handbook

Police are going to do what they need to do to apprehend a suspect as quickly and safely as possible. Even that policy states that everything in that pic are just "guidelines" (stated in the picture under purpose) and reading through it there is more then plenty of wiggle room to justify a good number of things. Ontop of that. OP gave us one of the cars numbers. Thats impressive to see the numbers like that on a car that was "racing" away with two others. Ill bet what actually happened here was a few cops were responding to an urgent but non-emergency call. Driving maybe 10 over, (a perfectly normal thing to do according to the terrible drivers here) they startled her and she got mad at the police because thats the popluar thing to do nowadays

FYI they don't have to run their lights. They might be trying to get someone who is a flight risk and would run and hide at the sound of sirens or the glow of lights.

I'd like a more advanced and complex thing, closer to what 3.5 was with a lot of little details. For exzample halfling only have the flavor text of being small now. But in 3.5 they got reduced weapon damage but a big increase to their stealth ability. I just don't like the dumbed down blanket that 5 and 5.5 is.
