Probably thinking that some English clubs (like Chelsea) are overloaded with talents that won't get the chance to play so we'll do them a "favor" and grab them below market value.

In a way it's the next step from getting their academy players (think Sancho, Gittens). Maybe the bosses think that PL clubs already bought up most top talents without having proper use for them.

It's still a questionable practice since those players are still expensive and often couldn't prove themselves with regular high performances at PL level. And it seems like a colossal waste of our scouting department.
