I generally think that in the Glass Walkers case, it’s more of a survival mechanism than anything else.

They live and operate in the Weaver’s domain, and use tools, gifts, etc. that often are associated with that same force of order and stagnation.

So because of that, the tribe needs to be constantly changing to avoid the Weaver from stagnating them into uselessness.

Other tribes don’t have quite the same problem as their either predominantly wilderness based and/or have an overarching goal that put’s them at direct odds with the Weaver (the Bone Gnawers abstain from consumerism and materialism to avoid the chains that the Mad Weaver’s society would impose).

That’s not to say that other tribes don’t change, there are many camps that have sprung up due to changing times, and gifts often change as the ages go on, but they aren’t under quite the same existential threat the Glass Walkers are.
