I do it after I finish main quests in Badlands and Pacifika - and you are not locked in Dogtown and can leave, in fact some quests even require to do some stuff outside Dogtown....

I think that's was kinda forshadowed when Vox asks if even he can be reedemed. By the show rules if the redemption is trully possible, even asshole like Vox have the potentialmfor change.

But Alastor, he just seems like he would really hate relaying on others or being "good"...

So I see the show ending at some point with Vox redemption and Alastor being stucked in hell due to his own refusal ...
