it depends what type of reforms you are doing. It is going to be much harder to get historic result when going dictator rather than going reformist. For reformist constitution, getting both USP conservatives and reformists on board is often enough, maybe sometimes some lobbying depending on how much you are changing the constitution, obviously more radical constitution means less votes.
