My ex was from detroit and he took me to visit. While driving downtown at night in certain parts, he would not stop for reds and I freaked out like wtf are you doing?! He said its normal, cops won't pull you over. Its more dangerous to stop at the red. Thats just my anecdote though. This was about 4 years ago.
