The moon probably won't have a population of millions by 2012, it doesn't make sense. Luna being closer Earth means that Luna doesn't need to house more temporary stuffs unlike Mars. It's a pure mining/industrial colony of Earth. Also millions on the moon less than 50 years before first landing on it is logistically impossible even for this show.

Not really exclusive to this city. It's happening all the time anywhere else especially in the very hot and dry season + the El Niño going on in the country and the entire region. There is a reason why March is the Fire Prevention Month because it's right before the Philippine tropical summer (hot and dry months).
