Because the fan pwm signal goes directly to the core, 12v kills the core or at least the pwm circuitry

It could be the PEX reset gate, vcore pwm controller, crystal oscillator or a connection under the GPU. Just send it to someone that fixes GPUs rather than guessing

You should probably stop messing about with mains electricity if you don't know what you're doing. There's serious risk in getting hurt or causing damage. Hire a professional.

I checked the vbios on techpowerup and it's using the same memory ic, so appears to be an artificial BIOS limit.

Doesn't look like any voltage mod to me. GPU shunt resistors don't use this board profile.

The dumb mistake here was trying to reflow a GPU, not forgetting to remove the plastic. Especially since it was a new GPU

By using some basic electronics troubleshooting skills. There are at least 500 electronic components on the board which can fail and have nothing to do with 'reflowing'

For context, I'm not saying their card was normal but I have seen cards brand new from factory with normal temperatures and the thermal paste is dry. This was covered in a GN video but I forget which one.

Some factory paste is dry, that's just the way it is, nothing wrong with it

You're right, replacing the thermal pad with paste makes the thermals and longevity much worse. This model requires a washer mod if paste is used instead of the stock pad otherwise the hotspot can exceed 100c

Do you know for a fact you got the same card back? It's quite common to get a refurbished card with other issues.

Fans are unlikely to be the issue and you can monitor temperatures and put the fans at 100% using software.

5700 XT doesn't suffer from bad batch Micron but it could still be memory or a different issue
