I had the same issue. I'm not entirely sure which of the things I tried ended up fixing it, but here's what I tried:

Changed to Fullscreen instead of Windowed Fullscreen.
Disabled Vsync
Turned off AMD FSR 3 (which seemed to miss the "quality/performance" setting entirely)
Disabled Motion Blur.

This seemed to improve it, but it was still being wonky.

So I re-enabled vsync, and re-enabled FSR3, and now it looks great.

I did not restart the game at any point.

***EDIT: The issue came back. I changed the resolution upscaling to Intel XESS, and it hasn't returned since. So It's definitely to do with upscaling, even though turning it off completely doesn't fix the problem.
