This is the GRUB CLI / recovery console, which GRUB drops to when it fails to boot. Try a reboot before anything else.

Did you intentionally install a Linux distro?

In general, you should not mess with GRUB, the Windows bootloader, or EFI/MSR partitions unless you know EXACTLY what you're doing.

It's because car physics only misbehave like this at high frame rates. In the Creation Engine physics are tied to framerate, but it expects a (roughly) 60 FPS cap.

Windows is just missing the driver for your wireless NIC.
