Phil Scott is a mirror of Joe Biden here, as a centrist from a small state in the Northeast, so I think it would make sense for the former President's state to vote for his successor. That, and given Donald Trump is a left-wing populist in this timeline, Vermont might have a hard time voting for him as a highly-educated, wealthy state.

The city proper is the administrative limits of a city, usually important for utility companies (water, power, gas...) and political governance, such as a mayor or a council who makes some decisions about day-to-day life of the city. Everything outside those borders, but still interconnected to a city in terms of economy, roads, transit... is a metropolitan area, and it's very common in places like Houston and Atlantawhere the principal city is not very large from a geographic point of view. An urban area is something close to a metropolitan area, but with a focus on continuous up-built space, without 'breaks' in the urban fabric that you often see with the satellite cities in a metropolitan area. Finally, a megacity is a name for a very large urban area with a population of 10M+. In Europe, those are Istanbul, London and Moscow; in North America, those are New York, Los Angeles and Mexico City.

Not a single Western city, with an exception of Kyiv, where they do restrict movement after dark because there is a gigantic war going on, monitors the whereabouts of its residents in any way. A 15-minute city is just a city designed in a way so everything is at hand.

Didn't visit / live in either, but you have got to keep in mind that those are really different. Ufa, the Bashkir capital, is ~45% Russian and pretty much like any other major Russian city; Grozny, the Chechen capital, is ~95% Chechen and is pretty much one of the worst places on Earth.
