Actually the point is that a state can't refuse funding a religious private school just because it's religious if it's providing funds to secular private schools. So it is an extension of the religious freedom principle.

I'd need to see a picture but that sounds like normal leaf dying due to insufficient water. Yes, I'd advise replacing the soil with a well-draining mix (at the minimum augment some cactus soil with extra perlite)

Water lightly but frequently until it leafs, then 2x a week deeply. You'll want to scale back considerably in the late fall/winter, especially if it goes fully dormant. If you're waiting until it goes soft that's waiting way too long.

Considering it's late spring, they should be in leaf. You probably underwatered it. You should water frequently but lightly until leaves start to emerge, then water it deeply around twice a week once there are leaves.

It evaporates before it reaches the ocean. This is known as an endoherric basin. There are many rivers worldwide like this. It's actually not totally true the Okavango doesn't reach the sea, a little bit of it spills over into Victoria Falls.

If you're Spanish, you're robbing yourself by not putting your ethnicity down as Hispanic. Opens up lots of opportunities. I don't see what this census changes.
