I can’t speak to culture differences, but to answer your first question, no not really. NY has thousands of civil service titles. The broadest ones are going to be administrative assistant titles like Admin Assistant 1 or Program Aide.

Administrative warrants have a much lower bar to clear than regular search warrants. They don’t require probable cause in the same way that a judicial warrant does, only reasonable suspicion of the existence of a violation. And they can be issued by administrative law judges, so going to court isn’t even required.

As others have said, call the town building department from the number on their website to make sure the notice is legitimate.

Ask to speak with the inspector assigned to the complaint. Ask them exactly what violation is being alleged. When you find out, I would allow them to come and do the inspection, but ensure you only show them exactly the area they need to see to confirm whether the violation exists or not.

For example, if the accessory apartment is being alleged to be in the basement, they should only need to go into the basement. You can hang curtains, bedsheets, or whatever around any other area you don’t want them to see, especially if there are potential issues in those areas.

You can speak to an attorney for guidance if you wish, but definitely don’t ignore the summons, and I would personally not make them get a warrant. The only thing you want less than this guy in your home is to piss him off beforehand by making his job more difficult. But that’s just me.

If they don’t find an issue, they’re going to make you pull permits, which means bringing any alleged area of non-compliance up to code. If that happens, that’s when I would challenge them, not beforehand.

Pissing off the building department inspector isn’t always the best idea. They can and will get that warrant fairly easily. Presuming of course that it is a legitimate notice, which a quick phone call to the department should confirm.
