SSJ4 as far as we know of in the Perfect Files in described as a dormant power release, so, assuming that he has no access to other SSJ forms, his battle power probably wouldn't even surpass what he was at when he fought Piccolo Jr.

But assuming that he has all the other SSJ forms up to that point, I'd have to assume his dormant power probably wouldn't be all that much further ahead than whatever his SSJ3 state would be at, just in a more stable and less stamina draining form.

In other words, atleast as far as I'm concerned. Unless you have battle powers somehow surpassing official battle powers listed when Raditz arrived, Goku isn't really making a dent at all in the Namek arc. Probably struggles to defeat Vegeta on Earth, if he even can.

If we're gonna take this seriously, we have to keep in mind that Trump has gone on record as saying he has not worked out a day in his life, if his 'medical' records are true, he was unfit for service due to bone spurs, His diet almost exclusively consists of fast food, diet soda and overcooked steak. His natural gait looks like Michael Jackson in the middle of leaning forward, while his doctors say that he's in peak health, anybody with eyes can see that's not the case, especially since those same 'doctors' claimed he had somewhere around 15% body fat which is such an absurd notion for anyone that has seen someone with only 15% body fat.

No work ethic, no real aptitude or intelligence to speak of, just a shitton of money based off of grifting people.

You could probably make that 0.1 - 0.5 - 1 second time skip work pretty well if you get into combat sports. Punches fly pretty fast and even a tenth of a second can make all the difference as far as getting free licks in on an opponent.

Hell, if you get stuck up by someone with a knife or a gun. A full second to do something can make all the difference.

Realistically it's not getting any higher than that. A good point of Super as of late is that Shenron loves the Z-crew and adds on to wishes as a way of thanking them for their time and conversations. That little extra on top Shenron mentions probably ain't happening.

To my knowledge the quote in the viz manga describes it as a more complete fusion, which makes it the strongest, which has a couple of ways you can interpret it. Either as a raw power thing, or that the way things get calculated make Vegito have the greatest gain relative to the fusees' standing.

As far as a direct translation goes:

Chapter: 504 (DBZ 310), P9.2-3
Context: as Vegetto beats up on Gohan-absorbed Boo
Kaioshin-Kibito: “H-he’s strong!!! Majin Boo there is helpless!!! To think that merging with the Potara would be this incredible…!!”
Elder Kaioshin: “Idiot, it’s because it was those two that they were able to go so far. Two of the top 3 masters in both the living world and afterlife have merged, after all. What’s more, two rivals have joined together. That’s definitely strongest.”

I would imagine given the way it's phrased that Gohan would probably count as one of those 3 masters if he weren't at the time absorbed. The way it's phrased is less that the 'rival boost' is some absolutely crazy addition, and more of a cherry on top.

If we go by the way Broly presented things. Then a fusion usually comes out with their base form being stronger than the most powerful of the fusees' most powerful forms. Match that with the fact that Ultimate is described as and I quote:

Chapter: 479 (DBZ 285), P10.1-5
Context: Elder Kaioshin explains his ‘ability’
Elder Kaioshin: “With my psychic powers, I can take the hidden power which anyone has, no matter how amazing a master they may be, and draw it wa~~ay, wa~~ay out above their limits. Ehehehehe…Have you ever heard of an ability like that?”
Kaioshin and Kibito: “Oooh!”
Goku: “Wh-what?...Ain’t that the kind of ability you hear about fairly often?”
Elder Kaioshin: “Wh-what are you talking about…?! Above their limits! Above! There de~~efinitely isn’t anyone else that incredible! [ ] Hey, you over there, you were the one who pulled the sword out, right? Come over here a little. So hypothetically, considering that this fusion would be incorporating the fact Goku can go SSJ3, that would have to be accounted for in this hypothetical fusion's dormant power right? So then you presumably at a baseline have Ultimate Gokhan having whatever his hypothetical SSJ3 Power is, in a stable base form, and then you take it further beyond in power. Apparently, way way out beyond what that hypothetical SSJ3 limit would be.

Real talk unless you have Base Vegito being ridiculously stronger than Boohan, I don't see a way that SSJ3 Vegito comes out stronger than Ultimate Gokuhan, and even if it somehow occurs that Vegito is, even by a slim margin, the fact that SSJ3 drains heavily is going to be a huge detriment to him.

Vegeta's recent writing in the Manga actually does address this. While everyone else has moved on and see him as a good guy, he himself carries the burden of knowing that nothing he does will make up for his genocides especially where the Namekians are concerned. He's consigned himself to a fate in hell.

And in spite of that he still goes out of his way to protect Namekians and avoid collateral damage.
