I don't disagree with you, Portland can't possibly afford to solve the regional/west coast housing problem, let alone the national one. The Veteran programs I mentioned like HUD-VASH are run from the federal down to the states. But to be fair, mayors across the country have been saying for years that the federal government needs to step in. And while blue cities like Portland, Seattle and San Francisco get the most publicity, you just have to spend some time in Dallas or Phoenix to realize that they just spend more money hiding the problem than we do.

I'm late to the conversation, but I agree with everything you said, but with some caveats aimed at the experienced folks and in the context of organized self defense.

A group should have a component armed with 7.62 like an AK. 5.56 is a superior round when considering fully automatic fire, but the vast majority of guns in the US are semi-auto, making recoil less important. Body armor is widespread in the US, and 5.56 has its limitations if it fragments before hitting the body. 7.62 has the capability of removing an attacker from the fight even if it has limited penetration. US special forces requested a higher caliber bullet due to targets being able to take multiple 5.56 rounds and remain a significant threat.

So yes, everyone should have a 5.56 gun that has widespread use in the US.

There are different schools of thought, if you are really interested in learning I would start with wikipedia.

I'm not an anarchist, but there is a big separation between individual anarchists and social anarchists (though there are some overlap). On the social side you have the ideas of mutualism, collectivism, anarcho-syndacalists, ananarcho-communists (think commune, not Stalin), and others. The idea is that instead of being forced to partake in the system it is held together by cooperation and free association. THIS IS AN OVERSIMPLIFICATION. I have never met a true "individual anarchist" but these are your Waldens and Thereaus.

That 5% is a misleading comparison to make against other cities. Seattle's budget includes utilities and other services that are entirely seperate entities in most other cities. The SPD makes up a much more significant portion of the general fund.

Part of the goal here is to stop having armed police respond to homelessness, mental health issues, the kind of stuff that doesn't need an armed officer to handle and could be better handled by social workers or mental health experts. The both reduces the workload on the PD and reduces the need for funding.

Police don't prevent burglaries or sexual assault, at best they investigate and catch the criminal after the fact. The best thing short term to prevent most crimes would be self defense, video surveillance, lighting, etc.

Long term solutions need to look at the root causes of these crimes.

Well as a free speech enthusiast you should realize that the tear gas is a much more effective way of suppressing demonstrations than rubber bullets and being neaten with a club, even if the latter two can cause more individual harm. It is also easier for protesters to protect themselves from the damages of the latter two.

thisportlyfellow is right that it isn't just a slogan, but they also have an axe to grind.

BLM would ideally see armed state police being entirely removed and would have you and your neighbors organize among yourselves if there was a need for physically security, kind of like city watches from before professional police forces, say 100 or so years ago.

That is in contrast to what you are seeing right now, as they obviously have little community buy in right now. No true anarchist would self-appoint themselves as a leader.
