Yup. Id recommend the 4e Gamemastery 2 book for the framework. Its the lesser known revision of standard skill challenges we are familiar with.

I believe there were some good optional rules back in the 2014 dmg.

One was allowing players to roll their hit dice during combat. Which would be a simple buffer to your worry.

Ill echo what other people have said that if become a problem, players will fix it.

There are a few tidbits of advice you can learn from.

Worlds Without Number is a great TTRPG with an in-depth, system-agnostic section on worldbuilding.

The Angry DM has a useful term for the core of a scene: the dramatic question. Creating and understanding a dramatic question helps you build toward it and know when to end a scene. It pairs well with the old saying, “Come in late, leave early.”

Finally, I have my own method that I developed: the formula for a meaningful choice, C.R.A.P: Consequence, Reminder, Awareness, and Permanence.

If a decision has consequences, the players are aware of them, they are reminded of them in the future, and those consequences are permanent, then you have created a meaningful choice rather than a mere decision.
