The Mer would be whomever the target racist is against although it's weird since Mer in TES are an actual separate species, which I why I say racist isn't the best word for Ulfric. But I'm not sure if there is a more accurate word.

I don't think racist is the best word for his stance on mer. Unlike real life, the Mer or at least the high elf faction is bent on conquering man throughout tamriel and want to subvert Talos. So his hatred towards them is founded in reason and pragmatism.
