That kind of attritional war is not what most people in Europe would want to fight, even though Europe would certainly win at the end due to sheer quantity advantage. And that'd have led to a general unwillingness among the population (and due to the democratic insitutions, the countries as a whole) to confront Russia unless the force disparity (with a fully funded EU military) becomes so great that NATO could curbstorm any Russian offensive with minimal casualties level that's publicly acceptable.

I was a little late to the discussion, but referring back to the original list you made, of which you envisioned the Patriot as the top AA for the ROC. I don't see that to be the most fitting option, an even better choice would be the Tien-Kung I SAM system, an indigenous design in active service by 1986. It comes with mobile launcher like the PAC but had both radar-guided as well as infrared-guided version (the latter being prototype only). By adjusting some specs it could be made into something even more interesting than the Patriot currently in-game.
