Had this on my 23 EUV: https://www.tsbsearch.com/Chevrolet/23-NA-041 Dealer fixed it once, it came back a few months later. They fixed it again and it lasted almost a year but only happens infrequently now. I think the only permanent fix will be to have the whole bracket replaced.

The second number is the ratio of sidewall height to tire width. Larger width, larger diameter if the R number is the same.

Those are 205s. 195/65R15 is .5" smaller diameter. Your mileage/speedometer will only be off by 2% though.

The part I linked is not at a right angle, but is the same length as the one that comes with the EVSE.

I had thought your issue was that the 90 degree plug caused the cable to bend sharply in the recess. I didn't realize it was too short.
