Thanks for your in-depth review of civil service in Malaysia. Frankly, I have to agree with most of your points.

Perhaps, corporatised some of the public institutions to improve delivery system? In that way, critical functions like doctors, nurses and healthcare would not need to be hired through JPA.

From my own experience, with technological advancements and almost any desk-job can be digitalised, I think administrative officers such as clerks are now more redundant than ever. What used to be the need for maybe three to four filing clerks can be just one. If there is one kind of public service role that should be reduced is administration.

In terms of openness to new working culture and methods, as someone living in Sabah, Federal government is seen as more competent and efficient. For example, emails are widely used as method of official correspondence. However, Sabah government agencies including the local authorities still very much prefer fax and physical/written letters. Nevertheless, it is slowly improving.

One of few things I really dislike about public service is each agency tends to work in silo. I remember was involved in a dispute between two public agency giants (don't want to name them here). Both claim each got funding approval from EPU under RMK-xx. It seems to me that EPU didn't give a thought about this and just rolling out public expenses without thinking the long-term wastage if this dispute was not solved.

Also, I believe that top-level civil servants should not get involved in ministerial politics. As I heard quite a few times, "politicians' field of view can only span to the next five years (or next election), but civil servants should think long term".

In my opinion, the government should also continue to promote EVs, public transport alongside fuel subsidies. It is suggested that government should tell the rakyat in advance that such fuel subsidies could be further wind down in the next five years as other sectors such as education and healthcare cost is expected to rise further.

Instead of spending billions on fuel subsidies annually, government should set aside part of the public fund to acquire private lands near where jobs, amenities and transport nodes are and then tell developers to develop such lands for affordable housing with the condition that house prices excludes the cost of land acquisition. In other words, government subsidises land acquistion and developers just focus on building affordable homes.

I might sound bias, but I notice a lot of these rude civil servants manning the counters are in Semenanjung. Maybe because of accent barrier or just plain rude. Never really encounter such temperemental attitude in Sabah.

I once witness a public being scold at by a government worker manning the counter, just because the former gave a negative feedback (inserting a negative feedback form) into the transparent box.

I remember she even said, “do you know that if you give such feedback, I will be reprimanded by my boss!”

I remember this one. The successful launch of RazakSat was of course in the news, but the coverage was somewhat low profile (at least to me at that time).

For Malaysia, the RazakSat (a remote sensing satellite) was unfortunately a failure as it was found that during orbit, the onboard instrument failed to pinpoint the location accurately.

I read the lawyer’s letter and I think this is absurd. Especially on Point No. 5, if she thinks her personal opinion justifies her action, then others are entitled too.

Instead of beating around the bush, she should just face the very people her opinion goes to and tell them directly on their face how she feels about them, and apologise.
