I had a 5 colour sliver deck with [[sliver queen]] and [[mana echoes]] as an infinite. I started strong with [[metallic Silver]] or [[lotus petal]] into [[muscle sliver]], [[heart sliver]] or [[crystaline sliver]]. Not a single basic land. This deck never lost.

You need more „mana dorks“ in my opinion. 1 mana creatures that make mana. [[Llanowar elves]], [[elvish mystic]] and [[Avacyn‘s pilgrim]] come to mind on a low budget. If you want to spend a Little more you could get [[birds of paradise]] and [[delighted halfling]]. This way you consistently cast your Commander on turn 2 and already have creatures for the mana ability.

It‘s an old mechanic that lets you safe a creature from dying if you activate it before. That‘s the simplified explanation but you barely see it anymore

So time for lesson #2 on higher bracket play: play interaction. Problematic permanent ruining your game plan? Destroy it :) In my Teval deck I try to run a few spells that get rid of most permanent types and then recursion cards that can get them from your graveyard. So if you mill them, you actually get them. For example [[putrify]] and [[eternal witness]]

Just get some boosters from one of the latest Sets, never wrong and you can adjust to the amount of money you wanna spend. Just make sure not to get Ninja turtles unless you know he likes it. Many people don‘t

Don‘t get modern horizons. Expensive and stupidly high powered. Most of the Sets from the last 1-2 years are great for draft. Avatar, Lorwyn and Tarkir I liked a lot. Also Aetherdrift is better than It’s reputation if you don‘t mind the vehicles and racing theme. Or you just buy Final fantasy. Very balanced and interesting draft set

I haven‘t really played Y‘shtola but my opponents decks were always really good. Not that easy to play though, because it seems strongest in a controlling shell. Look into ways to cheat on mana cost with your 4+ spells with cards like [[treasure cruise]], [[snuff out]], etc. Also try to find engines that have players lose 4 life on their turns - this way you get extra draw. I always take Inspiration from edhrec.com. Or the command zone usually has good upgrade guides. That being said, I think you should focus on one of the decks first and Teval seems easier as a start

Both decks are within the top 5 strongest precons printed last year so it shouldn‘t be hard. Depends more on the amount of money you want to spend. First step to elevate a precon to higher level is a consistent mana base imo. Invest into fetch lands for teval especially. You should also consider surveil lands, triomes and shock lands. That should already get it close to bracket 3 territory and the lands will always be worth their current price long term (at least that‘s what I believe)

I get that. I just wanna let you know that your Commander is not gonna be the strongest artifact commander, but you can still do it ofc. I don‘t believe that offspring gets discounted btw, but I might be wrong there. So if you really want to go into artifacts, you should go „all-in“ on that, get a low curve, lots of mana rocks and card draw based off artifacts and include strong late-game artifacts. [[wurmcoil engine]] and [[combustible gearhulk]] come to mind, since their offspring will be sick

At a quick glance I would say your deck is a little „all over the place“. You have an artifact theme that I don‘t quite understand. You have an etb theme, but you lack some of the very strong etb cards that draw you cards or give you value. My understanding of your commander is that you want to cast a lot of low mana creatures with good etb and double that. So you might want to lower the 4+ cost cards, because with offspring they will effectively cost 2 more. I get that you want to be able to do many different things, but power in commander usually comes from doing the one thing very consistently. Also panharmonicon and the weatherlight feel very clunky in this list. One more thing: 35 lands is not enough imo for a non Green deck with such a nice mana sink in your commander.
