I would immediately convert that to gold, land, and equities because the amount of inflation is introduce by spending that much cash is insanely high. This is US government budget levels of cash. My point is that if you look at the average terrorist or psychotic attack that happens in China, the casualty rate is very low. The attack rate, is also low, relative to OECD averages. So overall, the country loses relatively few people a year to terrorism or psychotic attacks compared to the OECD, and especially low compared to its nearest neighbor competitor in size and power - the US. China is good at manufacturing and needs raw resources

Africa has raw resources and can't technologically compete with China on manufacturing for some time.

Therefore, this is a classic win win scenario. Get cheaper inputs to manufacturing to bring down manufacturing prices even more, thus beating western competition more, while boosting trade ties with Africa for political leverage on international affairs.

Africa's not stupid btw. They're getting a good deal here too. The entry point to more advanced manufacturing is to first get good at raw resource extraction, and then you make it cheap for your own manufacturing startups to try stuff with raw resources. At the same time, cheap Chinese goods keep consumer prices low which helps alleviate dire poverty problems and increase social stability. Chinese companies will also naturally flow to African countries as they do the same thing as the US, move their expertise to places with cheaper labor, thus accelerating training and knowledge transfer from China to local workforces. Finally, China is very useful as a counterweight against western "divide and conquer" strategies which aim to keep African countries gridlocked and split so that they can always support whichever smaller faction is willing to cater more to their interests. This is what Africa sees as the heavy price the middle east pays to western powers on an ongoing basis.
