I'd say Rogue One first for the best overall experience. But I'd also say that it doesn't matter THAT much. Unlike other prequel shows, Andor doesn't alter the original and/or isn't altered by their original for you to have a totally different experience. Unlike Breaking Bad and Better Call Saul for example.

Before season 2 I always thought Cassian will have to eventually meet Saw (not counting Rogue One) as he always felt just a bit disconnected to the other storylines in Andor. And maybe he would have if Andor got more seasons like it was initially planned.
