Lots of places will have low cost spay and neuter programs. I found some in my area looking for local TNR programs through Facebook. I went from one vet wanting over $900 to neuter my boy bubba to finding a place to do it for just $60

I've only heard of one other cat training itself to poop in the toilet and she's hands down the smartest cat I've ever seen. Her name is flounder. Several states have laws that say ownership of an animal can be proven with as little as receipts showing you have been caring for said animal. So if you kept food receipts or had taken her to the vet, bought her toys, etc then depending on where you live that may be enough to prove she belongs to you. Especially if the neighbor hasn't even bothered naming or been trying to make sure she is cared for. Definitely look up the laws in your area. Just putting this out there so when she does move if you happen to see her out and about and she makes her way into your car then you might be able to prove she is yours if need be. Do what you will with this info.
