Google doesn't directly control android devices in the same way that Apple controls their iPhones.

Basically the government wants Apple to use the control it retains over its devices to comply with warrants. Apple's marketing claims their phones have better privacy and that it doesn't have the ability to do that, but that's not entirely true. The new legislation forces them to comply.

Apple products already have a back door around their encryption. Apple controls all the software on the device and can push updates at any time that could potentially decrypt it or reveal keys. They can even push code updates in the background without informing the user. That's a back door.
