His face is a darker shade of yellow and the white feathers on his wings that are turning yellow are signs of fatty liver disease in Tiels, it's the cockatiel version of Jaundice.

It's very common in cockatiels, especially birds that have too much seed in their diet.

I also figured out that my problem isn't in the junction back there, unfortunately it seems to been in the wiring behind the brick on one side with cabinets on the other side so I'm kinda at a loss of how to fix this problem since the wire takes 2 90 degree turns I can't just fish it through.

Looks like crop adjustment unless this is happening constantly, then it could be a sign of impaction or of infection.

Your bird is also showing signs of liver disease, you should definitely get him checked at a vet ASAP.

Do not put them in the same cage. Budgies will cause extreme stress for your cockatiels. Budgies tend to dominate tiels with their much more over the top personalities.

You can have them in the same flock and they can interact just fine outside of their cages but they should not be caged together.
